2026 COMPOSITE BUDGET AND FEE FIXING RESOLUTION PASSED

The Jaman North District Assembly has successfully approved its 2026 Composite Budget and Fee Fixing Resolution at the Second Ordinary Meeting of the Third Session held at the Ringwald Presby Church Auditorium, Sampa on Thursday, 30th October, 2025.

The meeting, convened by the Presiding Member, Hon. Kwang Abel, brought together all 39 Assembly Members, the District Chief Executive (DCE), Hon. George Adane, heads of departments and units, representatives from the security services, and staff of the Assembly.

In his opening remarks, Hon. Kwang Abel welcomed members to the session and apologized for the delay in convening the meeting. He emphasized the importance of the gathering in ensuring that the Assembly meets its statutory obligations for the 2026 fiscal year.

DCE’s Sessional Address Highlights Key Government Initiatives

Taking his turn, the District Chief Executive, Hon. George Adane, delivered his sessional address, touching on several key national and local government initiatives.

He commended the President’s flagship programmes, notably:

  • Feed Ghana, which provides fertilisers to farmers to boost agricultural production.
  • Adwumawura, an initiative aimed at supporting entrepreneurs to expand their businesses and create jobs for the youth.
  • The 24-hour Economy, under which Jaman North has been earmarked for the construction of a 24-hour market at Sampa, the district capital.

Hon. Adane also addressed the issue of Assembly Members’ allowances, confirming that partial payments had been made and assuring members that the outstanding balances would be settled in due course.

He further highlighted several ongoing development projects initiated by the Member of Parliament, Hon. Frederick Ahenkwah Yaw, including school building projects and infrastructure works expected to be completed soon. The DCE concluded his address by commending the government for its developmental achievements within the last ten months and called for unity and commitment among members to drive progress in the district.

Approval of the Annual Action Plan and Composite Budget

Following the DCE’s sessional address, the District Planning Officer presented the 2026 Annual Action Plan (AAP) for consideration. Members discussed the plan extensively, proposed amendments, and subsequently approved it as the working document for the district.

The District Budget Analyst then presented the 2026 Composite Budget and Fee Fixing Resolution for scrutiny. After a detailed review and necessary corrections, the Assembly unanimously approved both documents, marking an important milestone in the district’s financial and developmental planning for the 2026 fiscal year.

Meeting Attendance and Closure

The meeting was attended by all 39 Assembly Members, the District Chief Executive, various departmental and unit heads, security representatives, and Assembly staff.

After fruitful deliberations and the approval of key working documents, the Presiding Member adjourned the meeting with appreciation to all participants for their active involvement and contributions toward the progress of the Jaman North District.
